I can’t sleep because of road noise – but will earplugs work?

I’m told the foam ones aren’t worth it, but are silicone ones any better? Or will I have to have triple glazing?

The continuous drone of road noise outside our new flat is keeping me awake. Which earplugs work best? My colleague says foam ones are not worth even the few pence they cost. Are silicone ones better? Do those cheap plastic window coverings cut out most noise? Or will I have to spend thousands on triple glazing?
